Josephus Daniels (18 May 1862-15 January 1948) was appointed Secretary of the Navy by President Woodrow Wilson in 1913. Among his reforms of the Navy were inaugurating the practice of making 100 Sailors from the Fleet eligible for entrance into the Naval Academy, the introduction of women into the service, and the abolishment of the officers' wine mess. From that time on, the strongest drink aboard Navy ships could only be coffee and over the years, a cup of coffee became known as "a cup of Joe".

well back in the day the naval sailors of the british fleet used to get an amount of booze every day, a small amount mind ye....this transferred over to the US navy after that slight tussle(relutinary war) (lol) and fer years the US navy served a bit of rum to its sailors till it was abolished by a guy named admiral joe somebody or other...anyway after that all the navy dudes got coffee stead of rum..hence..the cup of JOE...dig?

It has an unclear origin but it goes back to around the 1840s and may be short for "Old Black Joe," the title of a popular Stephen Foster song. In any case, it predates Josephus Daniels, the Secretary of the Navy who banned the serving of alcohol on ships in 1914.

The American taste for coffee developed in the 1900s when tea was banned. The word may have come into the American English language via a misunderstanding of the French word "chaud", which means hot; because the pronunciation is similar.
