Answers:
You, your utensils, and your work area must be scrupulously clean first off. There are small establishments that fabricate beef in sterile environments, for the consumption of raw meat as you would get in Steak Tartare. DO NOT use the beef from your supermarket, or most anywhere else! The inner part of the meat is sterile, the problem lies on the outer portion. This is where E.coli and other bacteria are. For instance Beef Carpaccio, is raw beef, but the outside has been seared, killing "most" of the bacteria. Raw red meat should never be consumed by the elderly, children, or those with a repressed immune system!
There is also irradiated beef, most of this beef is ground, and irradiated for the reason of killing most of the bacteria so someone can feel better about eating a medium rare or rare burger.
There is a bistro in California that I love to visit when visiting the in-laws, that serves Steak Tartare, I have never had a problem. Do some more research, and make a decision for yourself. Hope I could help, happy eats.

No, there is not. Raw meat can contain bacterium such as salmonella and is generally not safe to eat. Think of it this way; have you seen all of that reddish liquid that comes out of the raw cut and gets soaked into the little pad that rests underneath the meat inside the package? -That is blood. If you really feel comfortable in eating pure cow blood then go right ahead.

The safest way to eat any meat is to cook it first. Plus, I don't know why you would want to eat cold, unseasoned meat. That just sounds nasty.

As far as people stating no (quite affirmatively), I myself have eaten both steak tartare and beef carpaccio, both of which are raw beef, in restaurants on many occasions and not had any ill side effects.
