Just out of the bowl after everything`s mixed, not even baked? It tastes so good when it`s not baked into actual brownies.

I love doing that!! But yes, it is harmful if there are raw eggs in it. If there is, you could get salmonella. If there isn't, then dig into that bowl!!
If raw eggs are added then salmonella is a possibility, If you do this rarely you should be ok, just don't go making a habit out of it.
You can get samonella poisoning from the eggs in the batter, but its rare. I do that all the time!
