Answers:
As others have already mentioned, the warehouse stores such as CostCo and Sam's and so on will carry large sacks of flour. I know Sam's carries Ultragrain, which is a white whole wheat all-purpose, good for everything but yeast-leavened breads, and even for yeast bread it is useable, but you may want to get vital wheat gluten.

If you don't have availability to these stores, then try restaurant supply companies. Some are more willing to deal with non-traditional customers than others, but most are perfectly happy to make an extra buck here or there. Delivery areas may be limited, or they may want a minimum order to deliver, but you can usually ask to just pick up at the loading docks.

If worse comes to worst, and no restaurant supply companies will deal with you, talk to a local bakery/patisserie/boulangerie, or grocery-bakery. Although I've never bought my flour bulk this way, I've occasionally bought little things (such as paper baking molds they use for cinnamon rolls from a grocery-bakery; freshly milled Wheat Montana flour from a farmer's market bakery; vital wheat gluten back in the days before it was commonly available from a grocery-bakery) and most bakers are happy to help a customer.

Closing note: if you aren't a baker and planning on going through this much flour quickly, then remember whole wheat can spoil quite rapidly. You can slow the spoilage down by freezing, but for long term storage of whole wheat flour you have to remove oxygen, such as vacuum-packing.

If you live in a large city - Do they have a Sam's ? Or even a Central Market ?? If so, you can buy in bulk at Sam's and at Central Market you can ask for a 25 lb. Bag. Hope this helps.If they don't have what you need. Ask them if they have the ability to buy it for you.?? God Bless.

Pretty much in any good grocery store.. just go to the baking aisle where the flours are... it'll be there, but not in the larger amounts you're looking for. But I don't know where it's sold in bulk like that. I would imagine some sort of baking supply warehouse. Since you say both whole wheat and wheat, you want the wheat (white [enriched] flour) in the larger amounts and the whole wheat in regular amounts? That wasn't clear.
