Salmonella is a bacteria that develop at certain tempretuare btw 6-20degree C or what is called danger zone Salmonella cant be developed at Freezing state but frezon chicken might be infected before, when you freeze infected chicken salmonella enter a state of hibernation until thawing to get your chicken free of Salmonella reheat your chicken up to 100 degree C.
