Yes because you may be able to kill the bacteria but the toxins from the bacteria will still be present it will be safer to trash the chicken you cant cook the toxins away

Salmonella is a bacteria that develop at certain tempretuare btw 6-20degree C or what is called danger zone Salmonella cant be developed at Freezing state but frezon chicken might be infected before, when you freeze infected chicken salmonella enter a state of hibernation until thawing to get your chicken free of Salmonella reheat your chicken up to 100 degree C. All above info are according to the HACCP rules & regulations.
