Diluting something just means making it less strong, or making the percentage of that substance in the whole mixture less. Usually when people want to dilute something, they add water to it to lessen the percentage of other ingredients. If you wanted to dilute water, though, all you'd have to do is add another substance, and the mixture will have a smaller percent of water in it.

i never even was aware that you could dilute water.............

i would say add more water because to dilute you are making more liquid

That's a really good Question. Are you suggesting that your water is too strong, and requires dilution?

One time, I bought a box of Powdered Water. I eventually threw it out, because I didn't know what to add.

there is no way to dilute water, water is the base element for dilution!
Water can help to dilute other liquids but it is undilutable!!

...anything but water would dilute it!

you could add anything that the hydrogen in the H2O molecule is more attracted to than hydrogen itself. this way, the water molecules are 'broken up' because the hydrogen bonds with another atom, and therefore there are less H20 molecules and the water is diluted.
