Usually when people want to dilute something, they add water to it to lessen the percentage of other ingredients. If you wanted to dilute water, though, all you'd have to do is add another substance, and the mixture will have a smaller percent of water in it.

you could add anything that the hydrogen in the H2O molecule is more attracted to than hydrogen itself. this way, the water molecules are 'broken up' because the hydrogen bonds with another atom, and therefore there are less H20 molecules and the water is diluted.
