They are actually not the same! But alot of people assume that they are, it's a very common mistake. The hookah was developed in India and is very common in India and the Middle East.

HOOKAH: is the pipe

SHISHA: is the tobacco

In Iran it is called ghalyoun or ghalyan (?????) and in India and Pakistan it is referred to as huqqa."
