If by penne vodka you mean penne with a tomato sauce made with vodka, then yes. You can be allergic to wheat (celiac disease) in the pasta, tomatoes from the sauce (very common), and you can be allergic to alcohol (many koreans are allergic to alcohol). There are of course all sorts of substitutions you can make.
