I am a former chef and not sure about Costa Rica, but I worked in Jamaica and they use plantains and fry them for a side garnish with main dishes, and are fond of plantain chips and season them with a number of spices and even a sweet and spicey mix. And the softer riper ones in a dessert called "Pone", made with alot of different starchy veg.

Any country in Latin America, Central America and Carribean that uses the plantain like in Latin cooking they are eaten fried, boiled and in dessert and for "tostonias" the flatten fried and refried plantains served with main dishes.

So those in Costa Rican are most likely similar to the others, maybe the oil there cooked and final seasoning maybe a bit different, but I would imagine are very tastey as are the others.
