Look for "free from" range in supermarkets, but watch out.
In some shops you can get "diabetic"sweets and biscuits, but you need to be careful with these. Sorbitol (well known artificial sweetener" can cause urgent toilet visits when eaten to excess (that is putting it politely/mildly!!) and can give stomach cramps.
You could try adapting biscuit recipes by using artificial sweetner in them, in place of sugar.
There are not many why not bake your own. Use coconut or fruit that you can eat to give some sweetness. Just use any biscuit recipe and leave out the sugar.
Try this one and leave out/reduce the amount of honey:
Ginger Biscuits
This is one Researcher's vague recollections for ginger biscuits which uses black pepper to really bring through the flavour of the ginger.
Ingredients
2 Thick slices of brown bread, turned into breadcrumbs (hooray for food processors!)
6tbsp Flour
3tbsp Lard/margarine/low-fat spread
3tbsp Butter
3tbsp Honey
An inch of fresh ginger, finely grated
A teaspoon of mixed spice
Half a teaspoon of freshly ground black pepper
Method
Mix all the ingredients together and put blobs on a baking tray. Cook at what sounds like a sensible temperature (I think I used gas mark 7 (180c)) until golden brown (I think it took about 20-25 minutes). Once cooled the biscuits should be slightly soft, with a pleasant gingery taste (which is really helped by the pepper). If they are too soft then bake a again at a low temp (4) until crispy

Boots is the only place I can think of that sells biscuits and sweets for diabetics or you could try any of your local chemist shops.
Could try crackers instead? But they'll still be high in carbohydrates...and I think that may still affect your blood sugar?
Maybe its time to foster a fondness for apples and bananas?
Try looking up 'raw food diet' lots of people have been helped in their control of diabetes with this. Good luck
I have also read recently that cinnamon helps, you can get a really tasty cinnamon 'tea' from health food shops
