Baking powder is a mixture of baking soda and an acid (like cream of tarter). Baking powder reacts it's two components together when a liquid is added.

You can get the same effect with baking soda if you add an acid (like vinegar), or more commonly something like buttermilk as in Soda Bread.

If you have cream of tarter, you can use that along with baking soda to make your own baking powder.

If you do this, For each 1 teaspoon baking powder called for in a recipe, use:

1/4 teaspoon baking soda plus 1/2 teaspoon cream of tartar;

These can not be a substitue for each other.
