No. Kosher salt is not iodized but normally when you use the term non-iodized salt you are speaking of the table salt variety.
Iodine deficiency is no longer a problem in the United States. It's purpose was to address the Goiter problem that predominated the center of the country (non coastal areas). Food distribution of today provides coastal grown foods that are rich in natural iodine to the entire country. Furthermore, the predominance of prepared foods with iodized salt are available everywhere as well. Goiter is not an issue in the US any longer.
Regarding vinegar with a acetic acid content over 10%. You may need to get that online. Most supermarket vinegars run between 5 and 8%.
Non-iodized salt is a bit cheaper, but less healthy. You need the iodine. Kosher has nothing to do with iodized, or non-iodized. Basically, Kosher is supposed to mean that it is produced in accordance with Kosher dietary laws, but usually just means that the company paid a Rabbi to bless it.
