You can do either. I've made my own chai tea lattes from instant tea powder, powdered milk, powdered creamer, sugar and spices like cinnamon, nutmeg, ground cloves, cardamom, etc. There are a lot of recipes out here you can try out. Here is one: http://allrecipes.com/Recipe/Shemakes-In...

You can also try ready-made chai latte mixes, like the ones from Big Train. This is one of the many places where you can buy some: http://www.seriouschai.com/1pack.html It can also be found at Amazon.com. I find this brand to be particularly delicious.

I definitely like ready-made chai latte mixes better than making my homemade mixes, but that's just my own preference. Hope this helps.

The wiki article actually has the exact ingredients for 'masala chai' which is what you mean by chai tea.

ive never made chai out of a tea bag, but ive worked in coffee shops for 4 years. lotsa chai. i worked somewhere w/ a powder chai we'd mix with milk- were supposed to but i did with milk. it was really amazing. the place i work now uses a syrup, like liquid- which is good but im not really a fan.
my favorite mix is -> a spiced chai (cinnamon, nutmeg spices) w/ a small amount of coconut syrup flavoring. so good.
i do know that it still never REALLY tastes as good at home as it does when you buy it out. that, i don't know why. i'd make it everyday for awhile, and still when i used the SAME stuff at home, it just wasn't quite as good. eh. lots of friends have said the same thing.
