Mozzarella dries out easily and so whey, (a by product of cheese-making,) and/or brine (salt-water,) are used to submerge and preserve the cheese to keep it soft, moist and fresh.

Also, real mozzarella is made from buffalo milk... Not cow.
Most mot you get at the grocery is "fake." (But its the cow milk mot that gets used for pizza... Buffalo mot is for eating fresh and raw.) So if your planning on melting it, don't bother with the little mot balls swimming in liquid, you can just get the bricks or shredded... If you preffer to use it for salad or antipasto, stick with the wet-packed balls.

They are packed in the fluid they are cooked in the same way as Feta cheese. The brine keeps them from drying out and preserves the cheese.
