Question: Cooking it before canning kills the bacteria; canning keeps new bacteria from getting in. It isn't time or lack of refrigeration that spoils meat, it is the addition and growth of bacteria.

Sometimes bacteria is in canned food and does grow; that is when you see the cans with bulging tops. Don't eat those, lol.
