Why is it they put those tough blue rectangular salty crisps in some packets ?!

Do you mean the separate salt, not a blue salty crisp. To enable you to put on the amount of salt you want or not as the fancy takes you.

To give you the choice how much salt you want on your crisps, not as easy to get into as the old twisted little blue packet used to be.
If you open them you'll find salt inside
