About an hour before closing time.

mon morning when the open get rid of stuff from the weekend that didnt sell

I would say late at night after most shoppers were done..They would have the things that are freshly baked on day old racks to make room for new ones next morning....

An hour before they close when the store manager goes apeshit at all the unsold stock

An hour or two before closing the breadrolls are always cheaper where I live.

when sales papers come in your mailbox and thats mostly on the weekends!

Usually before 8 am..that's when I go and I always find stuff that was just reduced..I look to see if they have someone in the meat section rotating the packages..If you see someone there then they are still marking down the meat.

Morning and late afternoon.

it really depends on the store , but usually early - when the inventory is being taken the items are reduced during or after that . some stores just plain don't do it . watch out for Wal-Mart , i've on occassion seen things appear to be reduced + have found the same items to be priced the same on the shelves , i don't know if this is common practice at al of their stores but it is at the one near me.

try to find a price rite store somewhere near you. they are always cheap!

It probably depends on the item. I know my store drastically redusces the bbq chickens after dinner time each night. But fruits and vegetables probably in the morning after they've sorted through them at night.
