way after.......because if u do it before it will bake into the cookie.....just be patient for about 30 mins and then u can frost them anyway u like

After, when they are cool. UNLESS you are making big ones and have little chocolate chips that you can arrange into those special words!
Hey, you could just put a Hershey's kiss on top in the middle before you bake it and then it would get all gooey.
