Because cream contains fats, which are an oil, and oil separates from water. this especially happens at room temperature.

because the whey (made up of water) and the fat (which is lighter) separate. Kind of like a oil and vinegar salad dressing.

basically, the milk is rotting.

the water in the milk is heavier than the cream and it slowly settles to the top

That will happen to unpasturized milk because cream naturally rises to the tob because of the fat iin it. Like water and oil the oil will rise to the top.
