Do high fiber foods really make you?!

The former, although too much processed food containing some fiber can do the latter. The point of fiber is to actually push everything through, so in theory it shouldn't hang around long enough to make you bloated. If it does make you bloated, go for less refined food, like brown rice or pasta, eat less, eat more slowly and drink plenty of water. =}

They help to clean out the system, so you may need to sit a little more often.

My mother tells me of the time she did a high fiber diet and it's all she ate, no one told her she had to drink a ton of water and she got so backed up she had to go the hospital and have her stomach pumped... she never did that again :) Just make sure you have plenty of liquids if you're going to go high fiber.
