It's probably weevils. The bugs aren't getting in -- they're already in there when you buy the flour or meal or other grain product -- The EGGS are anyway. Don't buy large quantities because the longer you store it, the more likely the eggs will hatch and you'll see the bugs when you open the bags.
If possible, put the bags of flour or whatever it is into the freezer for at least 24 hours -- this should kill the eggs and any bugs that have already hatched.

Move or eat them as they occur they are protien...

maybe mealy bugs.......clean your pantry well and look through all your food items they lay eggs pasta, oat meal....I put bay leaves on my pantry shelves helps rid the bugs...and keep pasta, flour, and meal in the freezer or fridge.

You might have an infestation that will get into any grain you bring into the house.

Check all your grain products for infestation - and don't forget any pet food you might have. Put them in containers that can be sealed and store them in your freezer/refrigerator.

Clean out all your cabinets - vacuum and wipe down. Personally, I'd spray the cabinets with pesticide, let it sit for a day, then vacuum and wipe down again. Then refill the cabinets. Without using pesticides, it will be a constant battle. Keep grain products stored in rigid, sealbable containers. If it is something you don't use frequently, consider permanent storage in your refrigerator/freezer.
