it has to do with how much of the bran the mill leaves in the flour. flour is basically the same and different mainly in the amount of starch/protein ratio. the greater the amount of protein the more gluten will develop. so high protein flour is used for breads and high starch is used for pastries. whole wheat is fractionally higher in nutrients than white.

yep, different flour is used... but in addition to that, some flour is not bleached, like the white flour, so they have more nutrients, and are better for you... You will get more fiber from a whole wheat type bread, than a white bread...
