I wouldn't use a frying pan, as the kernels will fly all over the kitchen when they pop.
Use a large pot with a lid - make sure there's enough for the popcorn to pop. Put some oil in the pot, just enough to cover the bottom, heat over medium heat, then add your popcorn. Keep shaking/moving the pot as it heats. Keep doing this while the popcorn pops. When the popping almost stops, remove the pot from the heat and dump the popcorn into a large bowl. Toss with salt, butter, whatever and serve.
Do not use a plastic bowl. I turned one of ours into a modern work of art by dumping hot popcorn and melted butter into it...
if you add oil and heat, yes it will make popcorn, be sure to keep the pan moving so it doesn't burn, and you might actually want to use a large sauce pan or dutch oven, the heavier the better, oh and be sure to cover than pan.
Not without heat...
Add oil and heat and you'll get popcorn!
