Is it the seeds or the oil of jalepenos that make your mouth burn?!

I think it's the whole thing in general

It's the seed and the soft white pith the seeds are attached to. That pith is thick at the top of the pepper, and usually runs down the length of the pepper in a few stripes.

The capsicain is more highly concentrated in those parts. It has nothing to do with oil.

Get some disposable plastic gloves and wear one on each hand. Cut the jalapeno open and remove the seeds and cut the white vein off. That removes most of the heat.

It is technically the seeds, but the oil contributes as well.

It's the seeds. I watch a lot of cooking shows and they had this on yesterday. Without the seeds the pepper is still spicy but much milder than before.
