I lived in England for a year... I believe you're referring to "creamed horseradish sauce"

3 tablespoons grated horseradish
? teaspoon prepared mustard
3 tablespoons extra-thick double-cream (heavy-whipping)
Dash of pepper
1 tablespoon white vinegar

Bernaise Sauce.

It's called horseradish sauce. You can easily make your own by mixing some sour cream with prepared horseradish. Add a little salt and a splash of lemon juice and that's it!
