Why are cans of salmon bigger on top than on the bottom?!

I think its for two reasons: structural strength and stack-ability. If you compare the can to say, a small Campbell's Soup can or a soft drink/beer can you'll see that the soup can has a formed outer ridge and the beer can has a concave bottom surface. This is to increase the rigidity of the can (make it more resistant to denting/crushing) while keeping the cost of manufacturing these cans to a minimum. Each can has a different way of maximizing rigidity while minimizing the thickness of the can wall. Making the cans more stackable also reduces denting and is more convenient (all 3 types of can were designed so that the bottom suface would fit snugly within the upper rim of the can below it.

The top is bigger to provide easy removal of the salmon.
