Jaffa Cakes would be the easiest to cut into shape!. They might not do too well in the rain though!. Besides, if you want to get pedantic about it then technically, scientifically they are a cake not a biscuit!. The difference is cakes go hard when they're past their best, and and biscuits go soft!.
Something with a chocolate covering could keep them from disintegrating, especially if kept in a refrigerator prior to use!. Maybe a chocolate covered digestive, I would imagine for throwing-star purposes dark chocolate would work better than milk chocolate as its harder!. For a really sharp biscuit though it has to be rich tea if you're in the UK (maybe they sell them in the US as well, I'm not absolutely certain) those things can be deadly! They would be easy to cut to an exact shape without breaking the entire thing, but thats the way the cookie crumbles!.!.
