That's an urban legend that's been around for YEARS, where allegedly you could trade it in for a free tootsie pop!. When I was in grade school I used to save up my wrappers, and even had "friends" try to trade for my indian star wrappers (trying to steal free candy that was rightfully mine, no doubt!)!. Not even the Tootsie Pop people know where it came from, and they don't exchange the wrappers for free candy!. Read more about it here -
