Some producers sell their goods to the big supermarkets on a sale-or-return basis, and when it's returned because it's too near the sell-by date, it goes to the smaller places to be sold off cheaply!. I know of one place on the outskirts of east London where they sell a load of this stuff in what purports to be a "farm shop", and stuff like packs of cakes and chocolate are always a good buy along with a whole tray of large eggs for a pound and a sack of freshly dug spuds for £2!.50 along with a load of REALLY fresh vegetables!. Those items alone paid for the petrol, and we used to make a half-day of it by going to Billingsgate fish market first (like 5am!) then after we'd had a bite to eat , the farm shop would be opening just as we arrived!.
Anyway, the point of this diatribe is that "nearly" out of date grub can go on for a surprisingly long time, and prudent market people can make a good living selling it cheaply!.Www@FoodAQ@Com

Most all of the big chain supermarkets like Super WalMart, Super Target, Publix, Albertson's remove their near date products 4 days from date expiration!. This is then returned to the vendors who turn it around and resell it to food markets you are describing!.
The only products that cannot be done this way are frozen items, which are usually thrown in the dumpsters or compactors!.Www@FoodAQ@Com

It`s ok to eat food past it`s best before date, it`s the use by date that`s important!. stuff in sealed undamaged cans will last many years!. on chilled food it`s best not to take the chance!.Www@FoodAQ@Com
I always thought it was illegal to sell out of date food, I would contact my local health and safety department to check!.
