If the taste isn't off it should be o!.k!. I cant say 100 percent as I cant see a really detailed look!. It could be what is called "blooming" which is caused from temperature changes that causes the fat in the cocoa to rise!.A sugar "bloom" can be from changes in humidity!. It causes the sugar to rise to the surface!.Www@FoodAQ@Com
Take it back to the store!. There is definitely something wrong with that chocolate!.
