I have never heard of unrefined golden icing sugar, but I have heard of unrefined golden castor sugar!. If you wanted to you you just make the icing sugar from the unrefined golden castor sugar!. All you need to do it blitz the sugar in a blender/liquidiser/processor for some time!. All the sugar breaks down it become finer and finer until is it a power (icing sugar)!. You can do this to make castor sugar from granulated sugar!. It is just the same principle as the manufacturers use, just on a smaller scale!.
Failing that I can't imagine that the end result would be very different if you just used normal icing sugar!. Depending on what you are using it for you could try to use normal icing sugar and substitue a small amout for golden syrup!.
Hope this helps!.
Edit: I have just had a quick look on the net!. Not sure where you are, but in the UK a company called Billington's make it!. You should be able to buy it from major supermarkets!. Another company called British sugar also make Golden icing sugar - not sure if it is unrefined, but you should be able to use it as a substitute if its all you can find!.Www@FoodAQ@Com
