Yes, you should leave it sitting out on the counter in a large bowl for 30 minutes to an hour depending on the temperature in your house!. It should be light and airy with large bubbles having formed in the dough because of the yeast!. Cover the top with a clean, dry dish towel to keep the top from drying out!. After it has risen, spread a light layer of flour on the counter and roll out about half of it at a time!. Put your sugar and cinnamon on it!. Roll it up, cut it, put it on a greased cookie sheet, bake, put frosting on it and eat! Mmm! Can I come over and have some!?

You do have to refrigerate the dough!. From the recipe below, it says "!.!.!.refrigerate at least 12 hours but no longer than 48"!. I hope this helps you!.
