is putting slightly cooked chicken in a rice cooker with half cooked rice, then having them both finish cooking considered cross contamination!?

No, your cooking two ingredients to the same temperature!. Chicken is fully cooked at 165 F and won't affect the rice in any way!.
Here is a better example of cross contamination!. Lets say you made some surf and turf skewers!. You put raw fish and raw chicken on the same skewer!. You cook the skewer until the fish is done, which is 145 F!. The chicken is also 145 F, which is not hot enough for it to be safe!. You've just contaminated the fish with the chicken!.Www@FoodAQ@Com
