Is the date on the milk carton a "use by" or "sell by" date?!

Question: Is the date on the milk carton a "use by" or "sell by" date!?
The date on my milk container says November 4th, so does that mean I should throw it out tomorrow!? Or does it mean that the stores have to sell it before that date!?Www@FoodAQ@Com
