Answers:
Yes, I brown first but I use Bob Evans spicy sausage

4 medium green peppers
1 lb bob evans spicy sausage
1 quart canned tomatoes
1 cup water
2 1/2 cups instant minute rice
1/8 cup ketchup

brown sausage ,drain then add all other ingredients and spoon into green pepper halves

bake 350 deg for 40 min covered with foil, then remove foil and spoon any juice in pan onto peppers ,cook another 20 min uncovered and serveWww@FoodAQ@Com

Our family has always browned the beef, drained off the fat, and then stuffed the peppers to bake!. I don't know if its a fact, but I would think the meat would be sure to be cooked thoroughly!.

I brown the beef with some onions and spices, drain the beef, mix it with tomato sauce, cheese, and rice!. With that, stuff peppers that have been quick boiled, put in an oven safe dish that has some of the sauce on the bottom so it doesn't stick, top with some more cheese and bake in the oven!.Www@FoodAQ@Com

i season and brown my ground beef and drain it as much as i can before putting it in the pepper!.

this helps avoid a lot of excess grease and the meat appearing steamed rather then baked!.

i also in the mix of ground beef add some instant rice and a can of seasoned diced tomatoes!.!.!.then stuff the peppers!.!.!.!.

another thing!.!.!.lol!.!.i also cut my peppers in half!.!.this way i get 2 stuffed peppers out of 1 pepper!.Www@FoodAQ@Com

Don't you want to drain off some fat!? I would think with raw ground beef or sausage (which I like using too) the fat would drain to the bottom and soak the bottom of the pepper making it soggy!.
Next time I will try without browning the meat first!. I'll have to use super lean sirloin though I guess!.Www@FoodAQ@Com

my grandmother used to make this dish for me!.!.!. she was yugoslavian and it that country it's called punje ne paprike and it's AMAZING, she used to cook the meat first, then stuff the meat in green peppers and bake it in it's sauce, mmmm!. i miss it!.

the reason she browned the meat first was because after she stuffed the peppers it was slow cooked!.Www@FoodAQ@Com

we have never browned the beef before hand, seems like it would be way overcooked and the peppers would not be done enough, right!?Www@FoodAQ@Com

Depends on the recipe!. I have seen it done both ways!. I use raw to make mine than heat on stove to bring to boil than bake!.Www@FoodAQ@Com

Browning the mince gives it a better meaty taste!.
It will also lessen the cooking time!.Www@FoodAQ@Com

I have always browned the beef first!.
That's the way my Mother always did it!.Www@FoodAQ@Com
