Yes but not just because its pepper!. Any small particulates can irritate the inside of your nostrils!. The body senses that there is something there that should be and it makes you sneeze to expel it!. Actually finer spice powders like paprika and powdered herbs make you sneeze much more easily than pepper!.Www@FoodAQ@Com
