For sure you can!.
It does need to be very dry (if a little damp place in a warm - 100 deg oven for awhile) it must crumble in your fingers!.
I use a high speed coffee mill to do mine!. It's also available from good Tea Shops, the Japanese use it in Tea Ceremonies!.
Just remember that the flavour is intense when using powdered tea!.
