Unlikely. If the fish was 'going off' then it's still unlikely to make you ill if it wasn't cooked all the way through. The alergens/bacteria exist on the outer surface of the fish fillet, not the interior. The cooking process kills bacteria. The sign of fresh fish is fish that smells: like the sea and doesn't have much smell at all.

I'm a chef.

Fish in general is considered as high risk food. You need to always choose very sustainable sources to make sure that your fish will be good quality. You do need to cook through fish to avoid stomach absence which usually turns to food poison. You can never be sure if fish is safe enough to eat it raw.

If fish was fresh it's highly unlikely that you'll get a food poisoning. It depends however on how it was stored and what bacteria did come in contact with the fish.
However, river fish is at high risk of having parasites and worms! That's why you should always cook it thoroughly.

No.. You can only get food poisioning from fish if it is not fresh or if it's a predatory fish that had eaten a lot of filter fish or any fish that causes a toxic build up of lead and can harm you.
