It is a solid.

A solid has a definite shape and volume. A liquid has a definite volume but it takes the shape of a container whereas a gas fills the entire volume of a container.

It's solid. When you get it as a pack, it's a solid powder. When you add water to boil it, it becomes a liquid, but after you refridgerate it, it becomes a solid again.

Its Solid as we Cannot Swim in it. It has Shape and volume. Water has volume but takes shape in the whatever source its in it. Does not have any real Shape. I love Jell-o !
