How exactly does stored water (for a survival situation) go "bad"?!

Question: How exactly does stored water (for a survival situation) go "bad"?
I've been reading about storing water and everywhere I look says to replace it every six months because it goes bad but I can't figure out exactly how it goes bad or what causes it to go bad.

Is it just a matter of bacteria multiplying over a matter of time? If so, it seems that this stored water would easily be made drinkable again by boiling it or through the use of purification tablets or the like.

So am I correct in assuming that this "bad" water would be ok again after boiling, or is there something else here that I'm not considering?

Its the fact that they want more of your money.
And really...would you give a flying rats behind in an emergency situation? I know I wouldn't
