My Mother needs to be on a high fiber diet. she can not eat fresh fruit, nuts, or anything with seeds or hull?!

You're asking for high fibre foods but saying she can't eat high fibre foods... I don't understand. I think you or she had better talk to her doctor right away to be sure what she should be eating.
High fibre foods are wholegrain breads, pastas and rices, vegetables (particularly beans and peas) and fruit (particularly strawberries). 'Hull-free' vegetables include broccoli, cauliflower, cabbage, asparagus, spinach and root veg such as potatoes, carrots and parsnips, so I guess those are all good options for her. Bananas are quite high in fibre, especially when they're still a bit green. How about processed cereals such as cheerios? Fish and meat, eggs and dairy products don't have fibre in, and 'white carbs' (white bread/pasta/rice, cakes and candies) don't have much fibre.
Veggies in general. The highest in fiber though would be spianch, brocooli, basicall green leafy veggies.
Bran Flakes! those who are called "Kellogs All Bran" get them, and if she eats them every day for breakfast thats great! tons of fiber in them!
