I just bought some fresh jalapeno peppers. They taste just like green peppers. NO HEAT! What the HELL ?!

Try slicing them open and eating the white part and seeds inside. That is where most of the heat is. To keep up with most people's desire for ones that are not very spicy many growers are planting varieties that are very mild.
About 15 years ago, Agriculturalists at Texas A&M developed a mild Jalapeno and called it the "TAM" Jalapeno. Next time you see a seed display, check it out, the bags now have to say "Hot" or "TAM" on them to differentiate the two. Why the stores sells these wimpy peppers is beyond me. Jalapeno peppers have sort of been 'dumbed down' for the American market especially if you bought them at a major grocery store. Some are bred for a nice appearance but are quite mild. I know a lot of people who eat them raw.
If you have a Latin or Mexican market close by, buy them there - or choose Serrano peppers or Habaneros when in season for more heat.
The seeds can contribute a little heat but not as much as people think.
Try the little green serrano chili. It will smack you.
