There is ice on my meat in the freezer, but they are in ziplock bags..is the meat bad?!

No it isn't bad, and is quite edible. It just has some "freezer burn" on it. You could defrost it and cut off the dried pieces, and then cook it.
Next time you put your meat in the freezer put it into your ziplock, and then wrap tin foil (aluminium foil) tightly around all of it.
Don't keep your food in the freezer for too long, as everything still has a "freezer life".

No, but it will be soon. It's just freezer burn. You'll need to cook the meat soon, or have money wasted.
