In general yes.
Sugar is humans pure form of energy, which needs to be, erm...used as energy.
If it's not used, the body converts it to fat.
One 200g pack of candy has about 120g of sugar on average. Most people just eat the whole thing in one go. Candy has hardly any fat in it, but candy bingers are normally 'large' lets say. So it obviously has some impact.
But candy is refined sugar, that the body stores as fat more easily. The kind of GOOD sugar is from fruits and milk + whole grains (brown rice, wholegrain bread) and arguably potatoes + rice. These are used up slowly by your body and have a much lesser chance of not being used and turning to fat.
It depends on how the sugar is ingested. For example, pouring 2 cups of sugar into a bowl of cereal will take longer for the body to digest, while snorting 1 cup of sugar will go straight into your bloodstream.
