You're most likely to find it in stores that sell Middle Eastern food.
Why not make it yourself, it can't be too difficult. I would imagine you would only need a couple of rose stems and the type you use will depend on the final use it is required for.
I would imagine you should be able to get it in the larger supermarkets - you can get it here in the UK quite easily.
If for cooking purposes then find an Asian food shop or a gourmet food store.
