Question: If an oil is solid at room temperature ...?
1. Does this mean it contains saturated fat?

BQ: Are all "partially" hydrogenated oils solid at room temp?
What about fully hydrogenated oils?

BQ: What kind of fat makes oils a liquid at room temperature?

Answers:

Saturated fat is solid at room temperature: ei butter, lard, etc.
Unsaturated fat is liquid at room temp: ei olive oil, other veg oils.

Hydrogenated oils are solid at room temperature, but not because its saturated, but it has been processed with hydrogen, like vegtable shorting. It helps with the shelf life and stability of the product. But those fats contain the trans fats.
