Because a "set of twelve" is what's known as a dozen and it's a very old measurement. Why anyone thought that 12 of something was a reasonable quantity to split things up into is probably lost in the mists of time. It was perhaps because even when most people didn't learn arithmetic and couldn't count to twelve, they could still check that they were getting how many they paid for by counting to 12 with ten fingers and two hands.
