A fan doesn't actually change the temperature of the area, it only creates wind so that it feel's slightly cooler.
So no, it can't.
An AIR CONDITIONER on the other hand, can.
A regular table top oscillating fan couldn't do either, an industrial fan MIGHT at least most keep it solid a little longer, but not much more.
The temp will probably just decrease and decrease more until its just soup ice cream
It could keep it somewhat cool depending on your fan type
It won't freeze it though
