Well were hunters in my family and turkey season is very early in the year and we always clean gut and everything before frozen and its usually frozen till thanksgiving so i assume its safe i wouldn't do it though always clean a turkey before eating treat it like chicken
When you cook a Turkey the length of time and temperature will kill all micro or bacteria you are worried about. this is not an issue if you cook it long enough.
