I do believe almost any pepper that has heat to it can be referred to as a chili.

For a pepper the size of a jalapeno, it could be a serrano pepper. Serranos are a little hotter than jalapenos.
I have to disagree about Anaheim peppers. Those are a lot bigger than a jalapeno.

Well they are pretty big, and they are mild. They are also sometimes called Anaheim pepper. People sometimes mistake them with Jalepenos. But, to simply answer your question, they are chile peppers that are green.
